The SACL Story: The Family Business Foundation
Journey back 60 years, and you’ll find the roots of our legacy taking hold as my father, embarked on an odyssey from Africa navigating to the City of lights Karachi, Pakistan. This epic voyage marked the genesis of the “Shakoor & Company,” founded by Rana Abdul Shakoor, who, with 2 bedford trucks, orchestrated the seamless transport of Diesel & Petroluem for National Oil now known as Pakistan State Oil (PSO) – a narrative that resonates as the forebear of todays sophisticated Oil & Chemical logistics and supply chain.

As the third-generation leader of SACL, I see myself as both a custodian of our 60-year legacy and a catalyst for its transformation. My leadership is rooted in a deep respect for the foundations laid by my grandfather and father while embracing the need to adapt to the demands of a rapidly evolving logistics industry. My vision for SACL is to honor our history of reliability and excellence while leading the company into an era defined by innovation, sustainability, and global competitiveness. Just as my father was the first to introduce tracker devices in Pakistan’s trucking industry—paving the way for industry-wide adoption—I am taking bold steps to address modern challenges, such as being the first to control theft in OMC fleets using advanced camera systems and Introducing A.I Dashcams for taking Safety to the next level. Through modernization and cutting-edge technology, I aim to ensure SACL continues to set benchmarks for logistics in Pakistan and beyond.

Over the past two years, I’ve worked directly with our drivers, promoting transparency and building trust. Since 1965, SACL has been a leader in chemical and fuel transportation, continuously enhancing operations, maintenance, technology, compliance, and employee retention. These efforts have led to strong client relationships and business growth.
Hascol, known for its commitment to safety and quality, entrusted SACL with managing 140+ vehicles. Since February 2024, we have successfully optimized Hascol’s logistics operations, ensuring continuous supply to filling stations across Pakistan and generating revenue from previously idle fleet assets.
Our efficient management, hiring of hundreds of drivers, and adherence to safety protocols have led to zero major incidents. This partnership stands as a testament to SACL’s fleet management expertise and supply chain excellence.
Between 2005 and 2017, Cynergyico (Byco) entrusted SACL with a 25-vehicle fleet (48KL Nissan 2005, 340HP vehicles) to transport crude oil to their refinery. Over 12 years, we transported approximately 40 million barrels of crude oil, maintaining uninterrupted fleet performance.
Through proactive maintenance and operational excellence, Cynergyico managed to sell the fleet at its original purchase price despite 12 years of usage, ensuring substantial savings in freight costs and logistics operations—all while maintaining an impeccable safety record.
SACL partnered with EVA Cooking Oil in 2019, starting with one vehicle and expanding to a 15-vehicle fleet (40-feet containers) due to our efficiency and reliability. EVA now transports 70,000 tons of product annually and has eliminated dependency on external transporters.
By outsourcing their logistics entirely to SACL, EVA has successfully maintained stable transportation costs, avoided market-driven freight hikes, prevented product theft, and gained a major market share in the cooking oil sector.
Similar to EVA, Unity Foods Limited adopted SACL’s fleet management strategy to control costs and improve logistics efficiency. Starting in May 2021 with 11 vehicles, Unity Foods now transports 60,000 tons annually.
Our one-window service ensures smooth, theft-free, and accident-free transportation, helping Unity Foods remain competitive and sustain cost-effective supply chain operations.
Between August 2007 and December 2011, SACL transported 378 million liters of BHP Billiton’s condensate to Karachi refineries, covering 5.2 million kilometers with zero fatalities, injuries, or rollovers.
This was achieved through stringent safety measures, including:

- 4,486 planned vehicle inspections
- 1,627 driver training sessions
- 1,103 safety talks
- 696 surprise inspections
- 264 medical tests for drivers
We tackled challenges such as leaking decanting valves, product shortages, and attempted pilferage by implementing engineering solutions, including OGRA-compliant hydrostatic testing, PRV testing, and pilferage prevention fittings.
As a result of our efforts, we achieved OHSAS 18001:2007 and ISO 9001:2008 certifications, further solidifying our credibility in the logistics industry.
SACL has been providing logistics services to PSO since 2001, adhering to and exceeding PSO’s safety and compliance standards. Our proactive approach in risk assessment and process improvement has made us PSO’s preferred transport partner.
By ensuring safe, efficient, and high-quality transportation, PSO has been able to win contracts from top corporate clients such as ENI, UEP, and Lotte Chemicals, strengthening its position against competing OMCs. Our dedication to operational excellence has made SACL a valued and respected partner in PSO’s supply chain.

The Safdar Welfare High School was founded in 2009 in Jaranwala as a tribute to the late Mr. Rana Safdar Ali, father of SACL's Chairman, Mr. Abdul Shakoor.
